A workable boundary is this: areas holding documents are cleaned once those documents have been removed or covered beforehand, and closed cabinets or drawers are opened only if they have been explicitly included.

The practical solution is to agree in advance that devices will be powered down, who handles the area under cables, and which desks will be cleared entirely. This is the most commonly confused point in kitchens. Exterior cleaning covers door fronts, handles, countertops and visible edges.
